Phillip Vales
General Manager ~ Former Patent Examiner
Patent CEO is led by General Manager and former United States Patent & Trademark Office examiner Phillip Vales. Mr. Vales is a Patent Practitioner with a computer design background. He is a specialist in fault tolerant recovery of computer systems, encryption decryption protocols, challenge response authentication, as well as the scan path testing of integrated circuit chips and design for test DFT. He concentrates on computer engineering and other applications that necessitate his unique experience and skill set.
His first contact with the intellectual property field was as a patent searcher which piqued his interest in this direction. Additionally, he has worked at a major defense contractor employed in the analysis of software related to undersea surveillance in the littoral and deep sea environments. Later, he was employed for several years at the USTPO as a Patent Examiner.
His expertise includes technology experience covering both the simple and the extremely complex including complex software, electrical, mechanical, medical devices, networks, testing, fault tolerance, recovery, computer hardware, internet, cellular phones, image processing, scan path testing, error detection correction, telecommunications.


Steve Aycock
Patent Attorney ~ Aerospace & Defense
Steve is a patent practitioner and software expert who is an International & PCT specialist; he is also an excellent software engineer with large enterprise experience. Steve began his professional career as an engineer in 1993 he excelled as a software engineer for over 10 years with major defense companies.
As an engineer, he worked on projects such as the Space Shuttle launch processor, the Javelin missile and many other fascinating defense, tele-communications and aerospace projects. He then entered a local DC law school and upon leaving joined the law firm of Miles & Stockbridge where he worked for several years before moving to Florida.


Dr. Ralph Warmack, Phd.
Patent Agent ~ Former IBM Engineer
Ralph is a Patent Practitioner registered to practice before the USPTO He is a prolific inventor or co-inventor of fourteen U.S. and foreign patents. His technical experience includes geophysical data acquisition systems, scientific data processing and analysis, pattern recognition, artificial intelligence and high performance computing. His business experience includes technology transfer and licensing, confidentiality agreements, sales transactions and contracts. Prior to retiring from IBM, Ralph was Worldwide Principal for Blue Gene® supercomputers developed and delivered by IBM Systems & Technology Group. Previous assignments included leading the Linux and Grid (Cloud) deployment revolutions among IBM’s industrial customers, managing sales and marketing activities for IBM Microelectronics, contributing to IBM’s business transformation and development of ibm.com.
Before joining IBM, Ralph held geophysical research positions at Atlantic Richfield and Amoco and managed R&D at AMF Geospace. He also held marketing and engineering management positions at VLSI Technology and Tandy Electronics, and taught statistics, linear programming and operations research as an adjunct professor at the University of Tulsa.
Ralph holds BS (Cum Laude), MS and PhD degrees, all in Electrical Engineering, from the University of Missouri-Columbia, Rice University and the University of Tennessee-Knoxville, respectively. During his tenure at IBM, he completed an executive management program at the University of Pennsylvania’s Wharton School. He is a Registered Professional Engineer (Retired), a Life Senior Member of the IEEE, a member of Tau Beta Pi, Eta Kappa Nu and Sigma Xi honor societies, an FCC-licensed Amateur Radio Operator and a USCG-licensed Master 100 GRT Near Coastal.
